Trying to work out what this is: It's in a webbing poouch which appears to be purpose made, but may not be. The device itself looks like a heavy duty crimper of some sort, and has a lever on the back with some sort of wire cutter / guillotine affair. The crimper is marked "Hellerman" "type mk8/d10" "ser no 20674" and "5120-99-901-1507".

I've since found out they are lineman's crimpers - for joining telephone type cables. The long number is a NATO stock number.
