Well you cant fault those reasons, seems like pretty sound thinking to me!
Do you think you'll need to go over the top with a second product (like with PVA doing a watered down top coat). I was told about this product (the name doesn't come to mind right now) that is a spray adhesive developed specifically for model railway scenery. It wouldn't do the job you are after as a glue for your board but was wondering if anyone had tried it?
apparently its pretty legendary, works along the lines of spray your board, add your material, then spray again. after you make the second spray it sets very hard. All the rage I was told (altho an expensive rage I imagine) the guy had sold out at the time so I cant even describe it sorry.

I think the plan with be to get the rocks and sand cover imbeded in the builders glue, paint, pva to stick on flock, couple coats of spray varnish to hold the flock on.
sounds like it should hold on well...
I do gots me another problem, some of the polystyrene sheets has a bit of damage on the edges, whilst it isnt visable from the top I am going to need to cover and smooth it out to make it look pro, Any surgestions?
Also I would love to treat the edges with something thing and durable, to seal the foam and to avoid damage.

I would go for filler like selley's permafil for the sides of your polystyrene.
What builder's glue are you using aaron? I've used a few but none as liquid as you describe. Gorilla glue and no more nails are good when you need a really strong hold, and both work as fillers too.
