ok so what you need is disease, plague, boils, pus, pustules... all those lovely things kids bring home from school (well I dunno but thats what I hear).
mostly I reckon its about colour scheme if you kept your marines bog standard and painted them in nurgle colours they would look just fine.
To go a bit further maybe use some glue that bubbles, pva is probably too soft but something that you can blob on (someone else will be able to tell you what to use Im sure). Wait for it to dry and then drill down the centre of some of blobs leaving crater shapes to make burst pustules and sores (with associated pus running down the armour)leave some blobs complete to make big pustules.
The quality of this is probably going to be in the painting but that kind of thing would work Im sure. Maybe pick up some proper plague marines to dot in your units for variety (or use as aspiring champions).

Applying some of the techniques mentioned here, us.games-workshop.com/games/40k/spacemarines/painting/damaged_armor/default.htmmight help to convey a plague marine's lack of respect for the state of his power armour. If you have a pin vise. possibly drilling the mark of Nurgle (nice shallow drilling) into foreheads and appropriate places in the power armour. As Aaron said, the paintjob will instantly make them appear more Nurgley.

To go a bit further maybe use some glue that bubbles, . try this; apply a thin coat of PVA. as it just begins to go off. dripsuperglue on it. woohoo!

Good for swamps also!

Swamp it with poly cement! goes all melty and gooey and you can pull and twist it into all sorts of bizarre shapes. Too much though and it all goes pear shaped.....actually thats good!
