Use anything. bits of plastic, metal, stones, electronic bits and bobs, bits of wire, left over putty. Anything, Remember the scale you are working in, and think about what things could look like when painted.
And as for painting, it depends:
You could certainly paint your pieces before hand, and this might look better, but do you really need to go to all that trouble? Get a few bits of any old rubbish, stick them on a board, spray 'em black, then colour up the ones on the outside.
It really depends on what you are after; a cheap bit of terrain for gaming, or something a bit flashier for display.

I agree with the Admin, stick 'em together, paint 'em back and drybrush away. But for larger peices such as buildings/ruins and the likes, assemble, paint and then stick to any base.

A useful thing that I've learned, real estate sign or similar makes a good subsitute for corrugated card when it comes to making buildings. It's more stable than cardboard, and it can take a fair bit of wear and tear before breaking.
Another useful thing: making broken concrete is as easy as this: Get a metal pie plate, fill it with plater of paris and grey paint. When its dry, peel the plate off and break up the plaster. Its already grey and only needs to be put onto terrain.

is plaster of paris very stable if you mix in additives? like some sand, pumice dust and tiny rubble. Even some flecks of colour.. I'm thinking about the shavingss of carbon you get when you sharpen a pencil, you can get pencils that are basicly just one thick lead, they're not very expensive, if you just sharpened one of those down and used the shavings in your plaster mix then you get those flecks and colour variations that real concrete has. Just a thought

what kind of grey paint and how much? good modelling paint would be wasted if used for that. does it take the colour well or is it like oil and water?

I think this would be a good use for the cheaper acrylics.. Use black, a little would go further than trying to tint it with grey. You could also use black ink if you've got that lying around. As long as it is a water based paint it will take just fine also remember that it mght not set up to the same colour as it is when wet. I think it might end up lighter, but you could do a small test patch and let it dry to check on that before you did the main mix

actually paynes grey might be nice for concrete too, it's a kind of bluish grey, very dark but a bit softer than black. I use it for shadows sometimes as it looks a bit more natural.

For me I found that the grey will tend to set lighter than the original colour, and any acrylic paint will do.

For mixing with plaster I would go for $2 shop poster paints.
